Insight Consulting Services (ICS) is delighted to announce the appointment of Kevin Hogan as Delivery Director – Capital, Estates & Facilities, a key milestone in the continued growth of our estates, facilities and capital advisory work.
Kevin brings a long track record in healthcare estates and facilities, having advised and supported some of the largest estates and maintenance divisions in the NHS. His appointment adds further depth and capacity for clients who need practical, technically grounded support to deliver complex change.

Engineering mindset, consultancy vision
Kevin studied Engineering and Physics at Loughborough University, the very same learning ground as our CEO, Richard Collins, where he honed the analytical and problem-solving skills that underpin his work today.
His early career was in recruitment, including working alongside IEG Managing Director Rob Parker in specialist technical and estates markets. Consistently delivering on complex, hard-to-fill roles and building high-performing teams, he developed a sharp understanding of what “good” looks like in estates, FM and capital functions, as well as what can hold organisations back. That record of elite success, coupled with his engineering mindset, naturally pulled him towards solving the underlying estates and capital challenges his clients were facing, and naturally created his own niche.
Building on this foundation, Kevin moved into a consultancy-focused role, applying structured problem-solving, data-led analysis to help clients diagnose estates and FM issues and shape realistic business cases to turn complex challenges into practical, deliverable plans.
Turning complex estates challenges into delivery
Kevin brings with him a wealth of experience to help NHS and wider public sector clients address some of their most pressing estates, FM and capital challenges. He will be prioritising on four core areas:
• Strategy | whole-estate and portfolio strategies, capital prioritisation and investment pipelines aligned to clinical, operational and financial goals.
• Enablement | early-stage feasibility, options development and support for robust business cases, with digital, net zero and sustainability built in from the outset.
• Project delivery | strengthening client-side capability on complex capital projects, improving governance and helping programmes stay on track.
• Improvement | driving better performance in business-as-usual estates and FM: productivity, cost, risk and post-occupancy learning.
Throughout, Kevin brings a system-wide lens, looking beyond individual buildings or schemes to understand how estates, FM and capital decisions affect the wider organisation, local system and communities.
